Jones: Change voting system – Daily Advance

HERTFORD — For nearly a quarter-century, Perquimans County has used a “single-shot” voting system designed to elect more minorities to the county’s Board of Commissioners.

Adopted in 1993 and taking effect a year later, the system restricts voters to one choice in county commissioner elections, regardless of how many commission seats are up for election. 

The single-shot system was a home-grown solution to what had been a persistent problem in Perquimans — no African American had ever been elected to the county Board of Commissioners. County officials adopted the single-shot system to give African Americans an equal chance to win a seat on the county governing board.
